An Ideal Situation in Affiliate Marketing

The ideal situation in affiliate marketing would be something like a given number of active affiliates effectively promoting an advertiser and generating more or less the same money for themselves. That is an ideal case and indeed far from reality. We have seen a lot of affiliates who are just inactive and contribute very little. At the same time we have affiliates making thousands of dollars in a month. Can we devise some model that will ensure that affiliates of a particular advertiser are somewhat equally effective?

I guess many of the affiliates are not promoting the products the way that others are promoting and they are losing their hope pretty much quickly, I guess they should do their homework and then start promoting products.
